I found this very interesting. I had to google Sunny Isles Beach. I found it has a quite large Eastern European population mostly rich Russians and that's why you found a Russian store there. They want t have the beach to themselves so they have this crazy scheme with everyone being watched, tow trucks at the ready, as soon as someone steps off the pavement Absolutely insane.
