I found this to be true in Moscow too. I was quite chocked because I'm a smiley person.

People don’t trust you if you smile too much. If you smile at strangers, they will be wary of you. Smiling and being outwardly happy is reserved for times when you have something to be happy about. Otherwise, they think you are a bit touched in the head.
